Eenadu — need paper bill receipt

Myself vamsi, I'll stay in gollapudi, vijayawada. Few days back enadu paper bill collector man came and asked for month payment and I've paid him 220 rupees and I've asked for receipt and he denied. He said that system has changed that we have to apply for receipts if we need it, he said i cannot give it you sir. I just need answer, please respond.
