[Resolved]  Fedex — specialized form/statement is required from recipient

I received a notification that a specialized form or statement is required for this shipment. Tracking #[protected].
This package is from amazon with correct invoice, product values and contents. The package contains clothing and other items for my wedding. The package was supposed to be delivered on 8/11, and is still not here, and now is being held up. What is the issue and what is needed beyond what has been provided?
This was sent from us to me in montenegro.
