First Flight Couriers — pan card not received since months

I am riya kumari. From Faridabad. I applied for pan card in august 2018. It has been shown that it was delivered on 26th August 2018. But i have not received it yet. I have been lodging complaints, mailing, and even calling(which are not answered) but nobody has even contacted me back. Please deliver my Pan Card on my given communication address. Pand card acknowledgement no. : N-[protected]

We were a Business Associate (Agency) for Sattur Tamilnadu. Due to some reason we have surrendered the Agency.
Necessary documents are submitted & only one way mail communication is going on. No response from them.
How to go with legal.
