Food Panda — order not delivered after payment

I have filed complaint to food panda on 05.10.2018 when i have ordered pan cake from them but didn't got delivery when i waited for delivery for 3 hours in my office in evening.
But still i havent received my refund of rs.38.
I have complained to food panda & they assured me to refund the amount but issue remains unresolved.
