Freelancee — debited amount

I was been cheated by freelancer. They have been debited amount from my kotak account. Already i have registered my complaint here but still theres no action has been taken. Need a solution for my issue. Solve this problem as soon as possible. Take any action on the frelancer and solve my problem. I need to get back my amount from them. They have no rights to take my amount without my knowledge. They didn't send any confirmation message on that amount deduction.
