Ghaziabad Development Authority [GDA] — Possession not given by builder

I know gda can assign plots to builder only they dont have any other responsibility, still i will appreciate if gda helps me to getting possession from builder.
flat booked in 2012 from MR mittals infratech rajnagar extension in 35 lacs till date no poeeseeion given any builder now charging 6 lacs extra than original value, having change in original plan also, no NOC no site clear no work going on just visit site and see the condition and penalize builder for helping buyers to get back flat or money from builder legally else tell alternate way to get that.
