Google India / Tez — refund issue

Sir i am using tez app since last 2 months
. On dated 28/05/2018 i am paying electricity bill of my elder brother of amount rs 1866/- then the transaction was failed but amount was debited from my account. A message immediately was shown on my mobile screen that your bill payment is not successful and your money will refund in 5-7 working days.
But sir given time limit has passed my refund didn't credit to my account by tez.
I contact tez support team for my refund then they say same thing that don't worry your refund will be credited by tomorrow it is not our fault this is your bank instructions. Your money is stuck in bank server.
So please sir it is my humble request to you to solve this issue at your level
