HDFC Bank Bank Fastag — fastag not received ref. hfr346512

Dear Team,
I had applied for fastag on hdfc site and paid INR 500/- on 09/11/2019. Got confirmation email and sms. It said that fastag would be delivered within 7 working days. However, I have not received the fastag yet. Call center number is always busy and there is no way to reach out to anybody in hdfc on this. No idea how to get a refund also. I went with Hdfc as I have been its long time customer but now I am not geeting any help.
Pls. mail be the fastag at the earliest.

HDFC Bank Customer Assistance
An amount of RS.450 has been debited to my fastag account. I request you to provide me the details to regularise. Spoke to till free no. And sent email to fastag.[protected]@insolutionsglobal.com but no reply so far. Your action in adjusting the security deposit is not correct. You have done this without clarifying me.
