[Resolved] HDFC Bank — Why identity number needed for envelope delivery by blue dart courier delivery boy?

I have recieved one bank envelope on 10.01.2017 through blue dart delivery boy.delivery boy compulsory asked identity numer from my ladies family members in absence of me.your blue dart shipment no-086133 and reference no-[protected]..under which rule he demanded identity number????
my mobile number is [protected] and Email id is [protected]@gmail.com.my bank account number is [protected] please reply or explain
