Himachal Pradesh University — bcom. degree certificate

Dear sir, my self is rakesh kumar. I have passed my m.com june 2004. But in this time i am required for degree certificate. I am applying for degree certificate march 2017. But till date i have not received the degree. I follow by telephone in university many times. M.com degree cell told me, they have sent to administrative block icdeol. But they have not proper response my telephone communication. I have many times call for university but they don't pick the phone and if they have pick then not proper response.
