Himachal Road Transport Corporation [HRTC] — refund for ticket number [protected]

I have booked the hrtc volvo from manali to delhi for dated 18 august 2019. Due to road blockage that day no volvo came from manali to delhi that day. So i have to took private bus to reach delhi. Below is my ticket details.

I have sent email to hrtc about this incendent and got reply that i will recieve the refund but it's now 2 month but still didn't get any refund.
