Himachal Road Transport Corporation [HRTC] — Regrading criterion of charging LIC

Dear sir i nitin just want to know the criterion/byelaws of charging lic in hrtc buses.

Some time "lic fee" is charged from passangers and some times not
When i ask the conductor related to this then he said."only management looks all these matters, he does't know anything".
