Hindustan Petroleum Corporation [HPCL] — Hp petrol bunk cheating customers by altering machine mechanism

I tried to fill up petrol for my car kia seltos, which has full capacity of 50 L ... already my car had 5 litres fuel in my car .. I asked time to fill the tank full ... Then at the petrol bunk it went upto 54 litres to full my tank .. they are cheating the customers by altering machine mechanics .. we are the losers .. I have bill and photo of petrol bunk and all .. please help me with that
