Honda 2 Wheelers India — didn't get registration number after 4 months of delivery/deepak mishra/dhar

Dear team, i had purchased a honda active in nov-17 month from your authorized dealer at dhar, but till time he didn't provide me my rc card or number after so many followups, so plz assist otherwise will go through consumer form.
Now i have transfered to another city and getting problem to drive the scooty without number, tried to contact alot from concern dealer but he is not responding.
