Honda Cars India Ltd. — fraud

I had purchased a honda city car from vidhata honda ludhiana (Punjab) in 2015. While purchasing car i noticed that car tyres are not in good condition and i informed salesman to change them but he refused by saying that they r in well condition. Just after 15-20 days i send my car to service centre (Vidhata honda) to inspect the tyres. They kept the single tyre and said that they will replace within 10-15 days. Now after 4.5 years they r not returning my tyre. Everytime they refuses me by saying that give them some time. I request unto pay attention on my case.
