Housing Society — Society demanding Rs 5000/- for renewal same L&L agreement

I m member of one of society, which located at Naigaon-Vasai. Last year i had given my flat on rental basis with proper goverment register agreement and policy NOC. Which i had also informed to society chairman about the same. Now i want to renew my agreement with same licensee for next 11 months. But society demanding Rs 5000/- for renewal agreement with same licensee. And this rules was passed in society meeting as confirmed with chairman. So kindly confim whether this is valid and where i can register my complaint about this to get solution ASAP,
