HP India — Responsibility in checking the safety of the cylinders.

I got two expiry dated cylinders back to back in the month of march. The expiry date noted on the cylinders was A-17 . I asked the delivery boys about this but they not respond properly. In the next month that is in the month of april i got a cylinder without vicer or rubber valve placed inside the cylinders. I dont know wheather HP India want to kill me or what. Because this kind of irresponsibilities can cost someone their life. Many times only women are at home and they know about the expiry or about the rubber valve. What if they attached the cylinders and anything happen with them? Who will be responsible for that?. I want you to take strict action against this nonsense.
