HTC — service centre asking for service charges while set in warranty

I have purchased htc desire 828 on oct17 and got problem of no display
I submitted my handset in service centre which complain no is qu[protected]. Service centre took charges of 423 and told me by checking his system that your set is ow and activation date was 2016 while i purchased on oct17
Please provide duplicate invoice copy and arrange to refund my amount.
