IBM India — Ibm offer letter doesnot received even after 2 months

Hi,
I got selection mail from IBM around 60 days ago and submitted all documents and background verification forms but I haven't received the offer letter till now. I mailed them and tried contacting them but not able to contact them .You asked me to check with you again if I don't receive the offer letter. Req. id is 24410BR and candidate id is 569702 ) .I was interviewed at bangalore .

My application status is changed from interview completed to no longer into consideration

I have submitted complaint against ibm india on Jan 16, 2017 regarding offer letter not received even after 16 days and i have received a call from HR of IBM on 17 th jan asking me are you still interested for which i replied yes and told me that he will get back to me but its now again 15 days and still no response .so can you please ask them to release offer letter ASAP ?.
