ICICI Bank — Car Loan not cancelled after paying Cancellation amount

I had applied for a car loan from ICICI on 10th september 2016. The bank person took documents, and after 4 days, without any information or notification, they have approved and disbursed the loan amount to the car dealer. In this days I had visited the dealer to see the car and due to a lots of miscommunication with the car, I was not satisfied and decided to cancel the deal. I have immediately informed the bank person to cancel my loan application, but I was surprised, that, he says - the loan is approved and also disbursed. I was surprised, because I am the customer who is taking a loan, but without my concern, how they can disburse the amount to the dealer. I didn't get any SMS or Mail atall.

Now, from that day, I have communicated with the dealer as well as the bank person to know how to Cancel the loan, but the bank person completely denies that they can't cancel.

Then I have sent a mail to the customer care of ICICI two times, and each time I am getting reply that I have to talk to my bank executive for this matter.
What a surprise reply from bank !!! The customer care is not liable to help their customer, the bank executive is not saying anything positive about cancelling the loan, and the local ICICI branch has no authority to help me because this loan has been sanctioned from the Kolkata Head Office person.

After about 2 weeks, I had decided to visit the head office of ICICI in Kolkata, Park Street. When I reached there, the security person asks for the name with whom I want to meet and the purpose. When I shared my purpose, he called the Relationship Manager of Car loan, Kolkata Mrs. Shikha Sahay. The RM was completely aware of my name already from the executive, and she let me waited outside for about an hour. Then came out of office and in reception area, she fluently says that if I want to cancel, I have to pay a massive amount for it. Anyway, I have agreed to pay. Then she asks me to call again the executive to know the procedure.
That day, when I called the executive again, then the executive Mr. Sandip Ghosh tells me that I have to write an official mail to the RM requesting the Cancellation. I was surprised again!!! After 2 weeks, on 27th September, he says that I have to mail. But he sent me the mail id of Mrs. Sahay(the RM) on 3rd October saying that that was the month end time on 28-30th September and he took leave on 1st and 2nd October.
When I received the mail ID, I sent the application within 2-3 hours to the RM(shikha.[protected]@icicibank.com). But there was no reply at all. After over 2 weeks, on 19th October, the RM replied to my mail saying they have logged in the application of cancellation for process. And after 2-3 days there was a call from that executive that I have to pay total 9625 Rs. for cancellation. I asked what is the reason for this huge amount? And, got reply that 3400 rs for cancel charge, 3000 rs for processing fees and rest of the amount for interest from 16th September to 20th October which shall be paid by me.
Now another surprise for me - they asked me for that money and threatened that if I don't pay that amount they'll not ever cancel my loan and they will make a bad reflection to my CIBIL score.
Now I was completely helpless, and decided to pay the amount. I have paid the total amount of 9625/- by cheque(HDFC - 000003) on 27th October 2016. The amount has already been deducted from my account. I have also got confirmation from the Car Dealer that they also have reverted the whole loan amount to ICICI bank.

But, till today 11th November 2016, the loan has not been cancelled. I am getting notifications by SMS and mail about my EMI till now, but not any notification or confirmation that the Loan has been CANCELLED SUCCESSFULLY !!!

I am not getting any loan from any other bank as my CIBIL score says bad and shows I have a loan whose EMI is defaulted by me. Please help me.
