ICICI Bank — fraud transactions

I am other victim for fraud transaction. Three transactions has done on 13th july 2017 of about 14000. I got a call from icici customer care itself and i blocked card and account on that time itself and raised a complaint against that. Now icici people saying transactions has done through 3d secure pin so we are not responsible. How can i got the amount return. This is not the way to service customers. I have seen lot of complaints like this. How to take action against this. They are closing most of the cases like this

I had already complaint to the cyber crime police. They are saying ICICI people should responsible for that. For that they have given a notice to submit in the branch. ICICI people is saying that the 3D secure pin is extra security for your account and transactions. But again they are saying that fraud transaction has done with that secure pin, in this case where is extra security for our accounts. Again they are closing a lot of fraud transaction cases on this reason.
