ICICI Bank — got torn note joint with cello tape

Dear sir/madam,
My name is manish kumar singh resident mathura and working in noida. I withdraw rs.20000 from icici bank atm from "near sbi circle, bhuteshwar rd, mathura, up" on 6-oct-2018. When i receive amount from machine i was receive a fully torn rs.2000 note further jointed by cello tape. There is no security guard for atm for complained.
When i visited working day my nearest icici bank sector-62 noida branch, manager said we are not responsible for that and they refused to change the note and suggested me to complain at customer care. When i called customer care they did not register my complain and even not solved my query.
I am trouble to get my money. Please help as soon as possible.

We have tried calling you on XXXXXXX987, however we could not establish contact with you.

With reference to your mail, we inform you that, as checked with the branch manager they confirmed us that, they will be unable to exchange the torn note.
