IDBI Bank — Transaction failed but money deducted

I was paying my electricity bill online and because of transaction failure payment was not successful, I tried 3 times but still my money got deducted.
6000 got deducted, after that I went to atm and debited rs 600 two times but money did not come out, but still money was deducted. I want my money back refunded. Please help and let me know what to do.
will it get refunded or not
