Income Tax Department — complaint against restaurant owner

I have to file complaint against a restaurant naming hotel aroma. G. T. Road, hisar road, nh 10, fatehabad. Haryana, pin 125050
The problem is that in billing to customer, the owner of hotel aroma sometimes provide discount to customers willingly and the he doesn't bear any discounted amount from his own pockets but he get this from from tax theft.
Also he doesn't pay the rest of tax he must pay.
Due to his connections with tax officers, he oftenly save a lot of taxes.
Sometimes departments want action against him, but owner of hotel aroma pays hush money / bribe and shut the mouths of local officers.

You are requested to take immediate action and do all this with media coverage so that he can't run behind bribe like he does always.
Kindly take action seriously and fastly as he is destroying his records.
