Income Tax Department — pan card application still under processing even after a month

I had applied for pan second time on 14/12/2018. It has bee 19 days and still my application is under process. I have no ideo when will my pan card be sent or created. Please do the needful.
This is the second time i am applying for pan. The first time it was dispatched but was never delivered.
Whenever i call the nsdl service, all they say is that my application is under process with the income tax department and they can’t do anything about it even after me raising complaints.
The income tax department should perform there work responsibly and under some specified time. There isn’t any time mentioned on their site stating the duration of the process and delivery. This was not expected of such a big body.
