Income Tax Department — refund & penal interest from income tax department

I had filed my itr for ay 2017-18 in july 2017, for which i am expecting an refund of app 38000 from income tax department. After repeated mails, grievances and communication, i got a proper response from itr department only on march 2018. For which i had filed a revised return immediately.
Despite this im getting intimation from income tax department,
Please note that the difference was of interest income of app 12000 for which tax amount was not more than additional 2000 rs for this amount income tax department has held my money for almost a year now.
This is ridiculous how a middle class and salaried citizen is harassed for over a year!
