Income Tax Department — tds cut in salary but form 16 showing not paid to govt.

My daughter naina suri was employee in the redbricks school. (Abellon group) n her salary slip for march 18 tds has been deducted of rs 7700 but when we got form 16 to file her return this amount has not been credited to govt. And even though same has already been deducted in her salary we will have to pay again to avoid penalty.
Request your kind intervention and punish school authorities.
