India Post — my university transcript delivery wasn't attempted and remains undelivered

Pune university sent transcripts through speed post no - em[protected]in
The delivery was not attempted and it showed failed and sent back.

I was in an urgent need of the documents and now due to the negligence of the department or the delivery boys, i am facing severe problems and delays.

I have been trying to call and contact the post office in chowk lucknow and the helpline number but none is being picked and recieved. No response at all from the department.
I request an immediate action on this and my parcel to be delivered asap.

I live in dubai on 21st of march 2018 a speed post parcel sent to me from india but still its 10th of april i didnt received my parce when i check website it only showing that on 27th march it was putted into bag and still it showing the same the post office gives the time of 15 day for delivery but it was 20th day...
