India Post — exchange of 6 year national saving certificate

I (Sandip kumar barman) purchased 6 year national certificate on 26.03.12 from post office patna bihar to take the advantage of tax rebate as i was serving there. Presently i am in chinsurah, hooghly wb (Pin-712101) and i want to exchange those certificate at this post office. But post office saying to get it exchanged at patna post office wherefrom i purchased. It is difficult for me. Please advise me.

पोस्ट मैन के बदमासी से वापस हो गया जिससे मेरा काफी नुकसान हुआ है आज तक 10 साल से बहुत सारा कोरियर या स्पीड पोस्ट आया लेकिन एक भी वापस नही गया इसके ऊपर कारवाही होनी चाहिए
