India Post — misbehavior of staff

I would like to file a complaint for the following reasons-
1. Misbehave of madam sit on counter no. 4 of head office chhatarpur mp
2. Not attending the landline phone
3. No display of pincode phone number or mobile number of chhatarpur in head office
Is this the way of govt staff talking to citizen of india???

Dear Sir/Mam,

I was send the eMO on dated 26/12/2017 with this no.[protected] it was not delivered at send adders due to some reason it was returned to parent post office but it is not delivered to me till please do needful.
