India Post — national savings certificate

On 28.04.2018 i went to the issuing post office, psb, sector-vi, r k puram to encash my 5-year nsc numbers 15ef 272470 and 15ef 272471 for rs.10, 000/- each matured on 18.04.2018. I have been told to come on 01.05.2018 to collect the cheque for total maturity amount. They did not receive nscs & told me that the procedure has changed and you have to bring the nscs when you come to collect the cheque on 01.05.2018. I raised the objection that the post office is supposed to receive the nscs in order to close them in the system/computer. They made 100 of excuses for not receiving the certificates. They did not give me anything in writing also. Since i have shifted 20 km far from r k puram, i asked to send some one else to collect the cheque on my behalf. They said that i can send anyone with authority letter, nscs and copy of my aadhaar card and i will definitely get the cheque. I agreed but with doubt in my mind that some thing is wrong. On 01.05.2018, i sent one of my friends to collect the cheque. I was suprised when i had been informed that the procedure has changed again overnight and i will have to open an account with the post office in order to receive the payment. I am a bank officer and have my sb account with syndicate bank. Why should i open an account to encash nscs? There are other methods like neft, demand draft etc. For those who do not have an account with post office. Further, there was no such condition at the time of issuing new nsc. I have been purchasing nsc for last 10 years from the same post office but due to the poor services i have stopped purchasing new nscs. This is alarming for the post office too. Last year also i faced problems. The lady incharge of this post office has the habit of coming at 10 am while the post office time is 9 am. I request the senior superintendent/official of concerned section to look into the matter and get me the cheque of the maturity amount of my nscs at the earliest.
