India Post — Post man not delivering my credit cards

Sir /mam my name is pawan kumar yadav, its a third times when i am unable to receive my credit cards due to postman.he is mentally sick and not working well, please inquiry about him and try to deliver my speed posts.my last speedpost no. was EX[protected]in. before last posts my father also applied for credit card when his card send by bank, post man did not came for delivery.its in his routine not to deliver and return.can you help me
