Indian Army — fraud in selling phone

Hi sir,
One person in maneshar army camp. He was selling his phone (Mi a 2). To me. He ask for courier charges for delivery from camp. I pay or sent money to him via paytm. Today he not sent phone through courier. Courier man asked for half amount of phone around 5000. Till the eveving i am not recived any info about phone. I call to seller he was said to me complaint if i call him.

Plz do me help. Refund my money through amry person (Kaptan sigh)
