Indian Army — Problem in update of pan card in tds department

Dear Sir/Madam,
One of my client is in Indian Army and government has deducted tds on salary, at the time of deduction he had no PAN card so 20% tds has been deducted and now he want take refund of same and now problem is that no body listening his query and that's why he can not update his PAN card detail with his employer so his tds is not reflecting in 26AS and for same reason he is getting problem in refund of income tax, please help me and salary is for the period of Assessment Year[protected]F.Y. 14-15)
