Indian Army — unavailability of doctors

Today i have visited command hospital in kolkata in dental dept at 12 pm. Than they gave me chit and asking me to wait until the doctor has come. I was waiting there for 30 mins and further asked them when the doctor will come. They told me "sir, apne mother ko doctor dikha ne ke liye gaye hain. Kab ayenge pata nhi. Apko rukna hain to roko otherwise monday ko ajiye. Wo bhi 8-9 am ke andar. Uke bad sir lok nhi rahete." i was waiting for another 1 hour. But still the doctor did not come and come back. Many of the doctors do personal works during their working hour and patients are waiting and sometimes come back home. I just want to know one thing. Why they have paid for??? For their personal work or for their official work?
