Indian Bank — Money deduction but not refunded

Dear sir I have been paid my puducherry electricity bill on 27/06/21 through gpay money was deducted from my account but bill not paid... and also I recharged my mble on 23/07/21 twice through indoasis bank app... But it shows recharge failed money was debited from my account but not refunded... Please clear dis issue and refund my money
