Indian Oil Corporation [IOC] — fraud / purchased a single cylinder but they mentioned 2 in bills and gave only 1

I had purchased a new connection of lpg domestic gas as on 13.09.2018.
Customer name. Bharat datt

Distributor name. K2 international. Sarita vihar

Sir, i applied and received one cylinder against my purchase with other accessories.
But last month i went to distributer for 2nd cylinder then they told me. You have already purchased two cylinder now u can't get another cylinder.
This is really discusting. I purchased only one and paid for only one. They sold my 2nd cylinder in black.
Please suggest..
