Indian Oil Corporation [IOC] — refill delivered with very less weight (gross weight is 29.8 kg where's i received only 24.6 kg)

I am consumer of sringeri enterprise gurgaon and i have been delivered my refill with 24.6 kg of gross weight against cash memo no-[protected] dated 26.12.17 and delivered on 27th dec17.
When i checked cylinder on digital weighing machine i found surprisingly very less weight of more than 5 kg.
Request to kindly do the needful as it is such a big corruption with consumers.
