Indian Overseas Bank — about mobile banking

Can i access mobile banking without atm card and internet banking facility...??

Today morning i went to iob branch suramangalam salem, i asked the officer to avail the mobile banking alone. But he saying without atm and internet banking facility we cant avail the mobile banking. But i have atm card and forgot my pin number.. Without these can i avail the mobile banking facility
