Indian Overseas Bank — ATM transaction declined but amount debited

Dear sir,
To pay the toll fee using atm card at toll plaza i was unable to get
Through so tried for two or three times but it declined and finally one
Time it got sucess.
After receiving my statement it reflected all the amount got debit which
Ever shown as a declined.
When i contact the bank there is no responce from them. Please kindly do the
Needful and revert me back those amounts immediately,
