Indian Railway Catering & Tourism Corporation [IRCTC] — cash of 465 rupees against the cancellation id [protected]

I made a cancellation request for a tatkal ticket was on waiting list on 10/09/2017.
For chennai express pnr.[protected] and cancellation id [protected].
The amount is not yet credited with my account. Even if i tries to connect with the customer care executive, it's always busy or after two three minutes it gets hang up. Irctc taking there charges as soon as possible and but not showing the same interest in case of refunding.
