Indian Railway Catering & Tourism Corporation [IRCTC] — I am complaining about food item missing in breakfast but full charge was taken

We were staying in rr room in jaipur we order 2 breakfast and coffee from irtc catering but three food item were missing in breakfast and we didn't get coffee because coffee machine was not working but they don't refund our money even we complain 2 times we didn't get appropriate reply. Date of our rr booking is 16/9/2019 to 17/9/2019 and our room number was 108 double type in provided photo upper 3 item were missing in breakfast.
