Indian Railways — Train cancelled - not able to get refund

I had a confirmed ticket going from New Delhi to Mukerian for travel date of 20-02-16. Due to Jat agitations the train got cancelled - i was not able to go to a station as there were problems in the area (Gurgaon) due to agitations. Yesterday I was able to go to a station once I have comeback to my base (Mukerian) where I was advised that I won't get anything back for the ticket where as it has been more than 48 hrs from date of cancellation. this is unacceptable that I didn't travel as train was cancelled and can't go to the station for refund due to being in an area affected by agitations.
