Indian Railways — TTR not available in the Coach

Hi, i'm travelling from kalayan to coimbatore in train no.11013, the coach no. S9, 55. Ttr not available in this coach we are unable to know our rac status, and i saw some persons taking general ticket and getting berth in s9 with some fine paid.
Where rac peoples are not getting their berth. What should we do to get berth,? Or does the rac allotment system is designed like this?/
I like to know the exact procedure to get berth while in rac.

No TTR in 16315 - kochuveli express
People with general ticket are occuping berthe while others in RAC are still waiting for TTR to come. Why is Indian Railway allowing such irrresponsible people to serve under them?

Train# 16232 no TTR available from Bangalore and now train in Erode, many o[censored]nreserved passengers occupied the coach 13.

No water availability for toiletries from Bangalore.
