Individual — NSDL E-Governance Infrastructure Payment deducted but received request failure message

While applyig for a new PAN card (Token Number: [protected]) thorugh NSDL website "https://www.onlineservices.nsdl.com/" after submission paid fee of Rs. 107 from PayTM but received a message that

"Your request cannot be processed.Please try after some time using returing user option in Login page"

Request to either approve the request OR refund the amount.
