Individual — unsuccessful/failed reservation ticket refund but amount debited

On 17/07/2018 at about 5.15 pm I reserved 3 tickets online from Tirunelveli to Chennai Egmore.. I received confirmation mail only for 2 tickets but third ticket confirmation not received for the Passengers (G.Sriram-48, Vijayalakshmi-39, Surya-16 and Yoshika-7). Hence I reserved for them again as 4th ticket. The two debits of ICICI Bank references are: (1)BIL/[protected]/IRCTC/[protected] FOR Rs.1551.80 AND
(2)BIL/[protected]/IRCTC/[protected] FOR Rs.1551.80

PNR No.[protected] is for the fourth ticket. First ticket confirmation mail shows "This message has no content". Pl verify and effect refund failed ticket.
