A REQUEST FROM SENIOR CITIZEN FOR SPEEDY ACTION
ENCROACHMENT ON COMMON AREA BY ILLEGALLY COVERED THE MANDATORY OPEN SPACE BY GROUND and FIRST CO-OWNERS AT
E 275, EAST OF KAILASH, NEW DELHI
TAMPERING OF IGL COMMON GAS PIPELINE
With reference to the captioned subject, we advise we have sent upteen emails since May 23 but no response. Atlast we could get support from the helpline team. The IGL contacted us on 15.12.2023 and enquired about the representation on the issue of tampering of IGL pipeline by residence consumer. They said they will visit to E 275, EOK, and accordingly a meeting will be arranged with all the owners. The meeting was fixed for Saturday around noon. On 16th December representative from IGL visited E 275, EOK around 4.00 P M to take stock of grave situation. They were six member team and came to our house. We apprised of the actual issue confronting the violation of IGL rules and asked to take suitable action to avoid any disaster on account of original gas line been tampered to suit the illegally encroached and covered mandatory open shaft Duct space. After inspection of our floors, the entire team moved down to First floor and ground floor where the owners who are instrumental in changing the common gas pipeline multiple times where not responded to the door bell rang by IGL inspection team to carry out their inspection. Thus they could not inspect the site from inside.
What intrigued us is who opened both the locked doors ie Street gate and Main door for the IGL representative to enter the house; as our door opener device is out of order.
Further we have shown the stilt and back side area service laneto the IGL representatives for inspection. Before leaving to inspect from the Study School side, the following issues were raised:
How a consumer can alter the common gas pipeline on their own multiple times when these are the property of IGL.
What are the guidelines for the violation of safety measures by individually carried out inappropriate action.
How and when IGL has ensured the safety aspects of these pipeline changes.
They evaded the direct answer except to acknowledge that they have not carried out these alterations.
When we asked how you will access your gas pipeline in any situation including emergency situation where the open space has been completely sealed, they said that the illegally covered area needs to be persued with MCD for action. Once it is cleared the open area becomes easily accessible.
Further the proposed meeting of owners with IGL representative could not materialize as envisaged by them nor they could complete the inspection of Ground and First floor. As such they promised us to visit again for inspection.
Then they left to The Study School and carried out their inspection.They also took photographs for their records.
Guidelines
The gas line is the sole property of Indraprastha Gas Limited IGL and no individual or consumer can tinker or alter on their own. Further the Concealment of Service pipe in full or part thereof shall not be camouflaged in the customer premises and shall always be exposed or open to atmosphere.
