This work (total qty of GI pipe and Service Work) was done common for three flats of three floor in the society building but total billing was done at one flats (on my name only) please resolve this issue and divide this bill in three parts.

Dear Sir/Madam ( IGL),
This is for the kind information Billing problem is not solved, wrong service charges has been issued on my account. Your customer care person has informed me that this problem will be solve by our other department and he will forward this issue to the concerned department for the solution.
So please solve this issue.
Details of my issue are given below:
1. Wrong common pipe routing was done 8 yrs back by IGL contractor. It was done passing through the wall of neighbor's plot.
2. Now Builder was building 2nd and third floor on their same plot and pipe has become risky coming between two wall.
3. As per request of builder and our society people taking it risky I initiated the issue and informed the IGL through online my IGL login stating clearly this issue . Please check my old information/details given to you regarding this.
4. On my information Contractor has come and shifted common pipe (that is common for three flats of three floor of our society in absence of me and taken the signature of my spouse informing that this signature is only for the proof of their work completion.
5. Now IGL has issued a bill of approx. Rs 7500. on my account for service charges of common pipe which is shifting by approx. 4 meter.
Please advice ;
Why should I pay for mistake done by IGL contractor done by wrong routing of pipe 8 years back ?
why should I pay alone for common pipe divided in three person?
I request you to please depute IGL authorize person to check and verify this issue and waive off this service charges.
