Irtctc — fraud from irctc and indian railway

I had a booking that is done in irctc app, i had booked the ticket at wl 44 on 1st nov 2019, it got confirmed on nov 8th after moving from waiting list wl20 to wl10 to wl1 to cnf, i had checked it in irctc app and indian railway app, for my pnr status it showed confirm cnf meaning of cnf - confirmed (Coach / berth number will be available after chart preparation), but after chart preparation it got moved to wl26, it's a fraud from indian railway i would definitely file a complaint in consumer court
