Kanpur Municipal Corporation — not getting my refund

Consumer complaints ppl call me said dat they want to refund me 10000 rs.. When i said ok they ask me fr my upi i'd which i don't huv when i create upi i'd n once upi i'd created they told me to transfer 100 rs due to insufficient balance it declined when i told them to wait i will transfer rupees to dat account then they will process to pay my refund they refuse.. Then they ask another account details.. After dat they want my card details.. Which i give to me bt when i refused to share my cvv they told me they can't refund me.. Wht happened?? How will i get my refund.. My bag has been damaged my spice jet..
